INFRASTRUCTURE AND ENGINEERING DIRECTORATE

DIVISIONAL HEAD: TRANSPORT STAKEHOLDER RELATIONS AND MANAGEMENT

(TRANSPORT SECTOR / IPTS)

(THREE YEAR CONTRACTUAL APPOINTMENT RENEWABLE ANNUALLY)

TASK Grade 18 (R831 240 – R1 155 684 per annum)

Note that the above position relates to the INTEGRATED PUBLIC TRANSPORT SYSTEM (IPTS) in the Infrastructure and Engineering Directorate of the Nelson Mandela Bay Municipality. The contract is a grant funded initiative by the Division of Revenue Act (DORA). 

Qualifications and experience required:

 

  • B Degree in Law/Social Science/Communications/Public Relations or Equivalent.
  • A valid code B Drivers’ Licence, (the incumbent must use his/her private reliable vehicle for official duties, for which a locomotion allowance will be paid in terms of the relevant policy).
  • Computer literacy – Office applications.
  • Five years’ working managerial experience in local government.
  • Three years’ experience in Public transport Stakeholder engagement and management.

 

Key attributes and competencies:

 

  • Knowledge of the Integrated Public Transport System and relevant policies.
  • Good organisation and management skills.
  • Maintaining an exceptional high degree of confidentiality (essential)

 

Job purpose:

 

  • Ensuring proper planning of transport systems and fleet management.
  • Investigating multi-modal passenger information as well as options of implementing ITS in the Nelson Mandela Bay Municipality’s and other fleet management technologies.
  • Improving mobility and accessibility for all transport users in Nelson Mandela Bay through an effective, well-coordinated and integrated transport system.
  • Ensuring proper development and implementation and the continuous improvement of policies, procedures, and technology. Managing the writing of reports as input to the Transport Directorate’s municipal reporting, while overseeing and proving recommendations on transport related studies for the Municipality.
  • Liaising with internal and external stakeholders on Transport System Planning related items.
  • Controlling surveillance and traffic signal communications.

DEPUTY DIRECTOR: SUBSIDISED HOUSING

(TREASURY & FINANCIAL SUPPORT SERVICES)

Qualifications and experience required: 

  • B.Com. Degree or equivalent (NQF Level 6).
  • Substantial financial accounting experience at an Operational Management Level (five to seven years).
  • Computer Literacy in Office Applications.
  • Valid code B Drivers’ Licence. 

Key attributes and competencies: 

  • Extensive knowledge of the Municipal Finance Management Act (MFMA), Municipal Systems Act, relevant Financial Management Policies of Council, relevant Housing Act and Codes, and other related legislations, circulars and instructions issued by National Treasury relating to area of responsibility.
  • Knowledge of municipal accounting and budgeting process.
  • Managerial and supervisory skills.
  • Excellent report writing skills.
  • Excellent problem-solving skills.
  • Good time management skills.
  • Proficient oral and written communication skills.
  • Ability to analyse and interpret financial information.
  • Ability to work under pressure and meet critical / conflicting deadlines.

 Job purpose: 

Manages the key performance and result indicators associated with the Subsidised Housing Division through the implementation of laid down policies and procedures dictating financial reporting requirements. Attends to the reconciliation of Subsidised Housing Projects, Trust and Donor Funds, and subsidy clams. Provides input into short to medium term objective setting and expenditure planning sequences and directs and executes accounting procedures and processes associated with housing subsidy schemes and controls the use of Donor funding in terms of agreements entered into with Donor Countries.

ELECTRICITY AND ENERGY DIRECTORATE 

PROFESSIONAL ENGINEER

(TECHNICAL SERVICES)

Qualification and experience required: 

  • B.Sc. Degree (Electrical Engineering) or equivalent qualification.
  • Registration as a professional Engineer with ECSA.
  • A valid Code B Drivers’ license.
  • Four years’ relevant experience.

 

Key attributes and competencies: 

  • Good oral and written communication skills in English and at least one other official local language.
  • Good interpersonal and analytical skills.
  • Knowledge of implementation of Health and Safety legislation and procedures.
  • Good sight, speech and hearing ability (must not be colour blind).
  • Pay attention to detail.
  • Ability to deal with disruptive elements and the capacity to withstand pressure and meet frequent unplanned deadlines.
  • Must be physical fit and healthy.

 

The successful candidates shall be required to perform standby duties. He/she will be required to use own private vehicle for official duties for which the relevant locomotion allowance will be paid. 

As part of the selection process, the recommended candidates will be required to undergo a medical examination at the Municipality’s Occupational Health and Safety Division. 

Job Purpose: 

Manages the key performance areas and result indicators associated with the continuity of safe and quality electrical supply on the municipal electricity distribution network under normal operating and emergency fault conditions in accordance with quality of supply standards and laid down procedures, inclusive of sequential High Voltage switching, load flow studies and simulating fault conditions, fault calculations and transient analysis, monitoring the steady state feeder and transformer loadings on the network, preparing capital and operating estimates and completing documentation on outcomes.
