The Nelson Mandela Metro Municipality, through its Trade & Investment Economic Development, Tourism & Agriculture directorate commissioned the Coega Development Corporation (CDC) to undertake a study that would result in the drafting of the NMB’s human resource development strategy and plan.
The objective of the HR Development Strategy is to foster the process of building the region’s intellectual capacity and understand the skills base of the region; influence and improve international confidence and investor perceptions of the NMB economy; improve productivity; reduce unemployment
and increase the number of SMMEs.

Although, almost everywhere, results have not matched expectations, available evidence indicates that the sector contributes meaningfully to economic growth, social development, and employment provision.
